Bill was born on November 6, 1930 to William and Hermine Kramer in Jersey City, NJ. He attended Henry Snyder High School, graduating in 1949. and enlisted in the U.S. Army in 1951. He served with the 82nd Army Band in Germany and was honorably discharged in 1954. He worked at New Jersey Manufacturers Insurance Co for more than 30 years and retired in 1992 to Virginia. In retirement, Bill served on the Board of Directors for the Humane Society of Amherst (VA) and volunteered at the Lynchburg (VA) Academy of Fine Arts.

He was married to Gloria B. Kramer from 1954 until her death in 2000. He was also predeceased by his daughter, Patricia and his beloved brother, Frank. He leaves behind two daughters, Kary (Steve) in VA and Allison (John) in TX; eight grandchildren: Mark in NJ; Stephen (Jessica); David; Matthew (Talia) – all of VA; Ashley (Mark); Deanna (Chris); Jayme (Chris); and Mariah; three great-grandchildren, Nikolas and Nolan; and Estelle all in TX. He is also survived by his favorite niece, Kathie (Mike) of NJ and great-niece Mary (Zeus) and great-great niece Samantha of PA.
