Three finalists’ names and resumes released for City Manager vacancy

CHARLOTTESVILLE (WINA) – City Council has released the names and backgrounds of the three finalists being considered for City Manager — and all currently hold county administrator or city manager jobs. All three additionally have some Virginia connections.

Current Powhatan County Administrator Theodore Voorhees is one of the finalists. He started his current position in the suburban Richmond locality in 2017, but his resume includes Town Manager in Bowling Green, VA; as well as City Manager positions in King and Fayetteville, NC.  He got his M.P.A. at George Mason University.

Another finalist is Dr. Tarron Richardson, who served twice in the Richmond city administration before his current position as City Manager in DeSoto, TX. He served in Richmond as a Project Manager from 2002 to 2004 before becoming the Assistant to Richmond’s first Chief Administrative Officer in 2004. He moved to Coatesville, PA for three years as Deputy City Manager for 2 years, then Acting City Manager for one. Then he moved back to Richmond from 2006 to 2009 to become Deputy Director to the Chief Adminstrative Officer before moving to DeSoto where he’s been City Manager since 2009. In his second go-around in Richmond, he got his PhD in Public Policy and Administration at VCU.

Another finalist is current Charles County, MD County Administrator Michael Mallinoff, whose been in that position since 2015. Prior to that, he was Chief Operating Officer for the State of Maryland. He previously served as City Manager in Annapolis, MD and Newport, RI. While his undergrad degree is from the University of Maryland and his JD is from the University of Baltimore, he spent some time at the University of Virginia attending the Senior Executive Institute in 2013 at the Cooper Center.

The three will undergo a public interview by City Council in 35-minute intervals on the Jefferson School stage beginning at 4pm. Then from 6-to-8pm, they’ll mingle with the public in a meet-and-greet.
